As I write this update, I hope everyone in our community is well. To start, I want to state again that our thoughts continue to go out to our committers and contributors based in Ukraine. While the business of the Foundation and most of our members has gotten “back to normal”, we recognize how completely disruptive the conflict in your home country has been, and on behalf of our staff, I wish you and your families all well.
Recently, we held elections for the Board representatives of our Contributing and Committer member classes. While noted elsewhere in this newsletter, I want to personally thank those who stood for election. I know first-hand just how valuable these representative roles are to the Board, and by extension to the well being of the entire Eclipse community. And in particular, I wish to thank personally Farah Papaioannou and Torkild Ulvøy Resheim for their many years of dedicated service to the Board - your wisdom will be missed.
2023 is shaping up to be a pivotal year for open source. While our newsletter covers many of our initiatives, I wanted to call out three which are of strategic importance:
The Cyber Resiliency Act (CRA) and associated Product Liability Directive (PLD), while laudable for their aspirations, represent in their current form a significant risk to the open source software community. We held a special member webinaron the topic, and more details are available below.
We continue to invest heavily in the area of software security, as improving the security of open source delivered by our projects we believe is of critical value to our members and the broad software ecosystem. Be sure to follow the work of Mikael Barbero, our Head of Security, for updates. Stay tuned for a call for participation in our upcoming security working group.
Preparations for this year’s EclipseCon 2023 are well underway (see details below), and we are also introducing a new Automotive Open Source Summit to be held on June 6, 2023 in Garmisch-Partenkirchen, Germany. This is intended to be the first of an annual industry event to foster interactions among the wide variety of stakeholders in the automotive industry.
I am pleased to report that our membership remains strong. As of February 28, we have 359 Corporate Members and 1,881 Committers.
The Eclipse Foundation’s finances are on target. We ended 2022 ahead of budget, ending the year with a surplus. We are pleased with this result, especially given the growth we continue to see in our membership and various working groups. The 2023 budget which was approved by the Board in December 2022 includes further growth for the Foundation, once again driven by our working groups and new initiatives.
As a reminder, our reporting of all financial information is in Euros rather than USD as of 2022. See the chart below for a year-over-year comparison.

2023 Board Election Results: New Committer and Contributing Member Representatives
The Eclipse Foundation would like to thank everyone who participated in this year’s elections process and is pleased to announce the results of the 2023 Eclipse Foundation Contributing Member and Committer Member elections for representatives to the Foundation’s Board of Directors. These positions are a vitally important part of the Eclipse Foundation's governance.
Gunnar Wagenknecht is returning, and Johannes Matheis and Hendrik Ebbers will be joining as Contributing Member representatives. Ed Merks, Matthew Khouzam, and Shelley Lambert will all be returning as the Committer representatives. Congratulations! We look forward to working with them on the Board, effective April 1, 2023.
Finally, we wish to acknowledge the many years of contribution made by Farah Papaioannou and Torkild Ulvøy Resheim to the Board in their role as elected Contributing member representatives.
The annual general assembly of Eclipse Foundation AISBL will be held on April 4, 2023 at 17:00 CEST / 11:00 a.m. EDT via Zoom. The official convening notice was sent to all members on Feb 15, and ballots were sent to all voting members on March 13. Members can also join at the Association’s Operating Office located at 2934 Baseline Road, Suite 202, Ottawa, ON, Canada. The official Convening Notice including the meeting agenda will be sent to all member representatives by email later this month.

On March 1, 2023, the Eclipse Foundation's executive director, Mike Milinkovich, held an information session about the importance of open source for businesses and the challenges posed by the Cyber Resilience Act.
Therecording of the session is available on YouTube, and is a valuable resource for individuals working in legislation who want to learn more about the issues facing the open source community.
We're pleased to announce that EclipseCon 2023, the premiere event of the Eclipse community, will be back again this year. Please mark your dates for October 16-19, 2023. We will once again return to the Forum in Ludwigsburg, Germany. The call for proposals will open later in April - be sure to submit early as the Program Committee chooses a number of “early bird” submissions ahead of the final close of the CFP.

IoT & Edge Commercial Adoption Survey Report
We're excited to announce that the results of the 2022 IoT & Edge Commercial Adoption Survey are now available. This report provides valuable insights into the requirements and priorities of organizations that deploy and use commercial IoT and edge computing solutions, as well as key recommendations for enterprises, solution providers, and software vendors.

Every Eclipse project is allotted a set of build resources, referred to within the Eclipse community as a CBI Resource Pack, to enable it to operate. For the vast majority of projects, the resource pack allotted is sufficient to meet the needs of a project. However, there are times when additional resource packs would be useful to enable a project to function more efficiently.
As a benefit of membership, each Contributing and Strategic member of the Foundation is permitted to assign additional resource packs to the projects they designate. The number of resource packs available to be allocated is dependent on your membership level and can be checked in the member portal.
