Amalgam features and plugins do not seem to be part of https://download.eclipse.org/releases/2018-12/

(see the content of https://download.eclipse.org/releases/2018-12/201812191000/features/?d )

however, they were part of https://download.eclipse.org/releases/2018-09/
( https://download.eclipse.org/releases/2018-09/201809191002/features/?d )

It this intentional or does the update site has changed for it?

I've opened an issue https://bugs.eclipse.org/bugs/show_bug.cgi?id=542991 but haven't received any answer so far :-/
